I am not understanding where the air escapes to creat the lift. I see where the lift air ducts are and where the air escapes to the skirt through the holes but were does it go from there? dose it escape out the skirt?

yes, it escapes from the bottom of the craft and creates a "cushion" of air between the ground and the hovercraft skirt.
